The prioritised response will focus on providing emergency family shelters for 100 per cent of the population, as it is essential that shelter provisions are carried out even before the camps are open for occupation. A total of 17,150 emergency family shelters would require to be constructed in two new camps and with the available fund only 709 transitional shelters will be constructed in Mtendeli. 
 
Emergency family shelters consume the largest part of the total budget and therefore to enable them to be constructed, prioritised demarcation and site clearance for all 134 neighbourhoods will be carried out.  Of the total estimated road and drainage of 86 km across all camps, only 26 km roads and drainage will be constructed and rehabilitated leaving a gap of 60 km, which will impact inter-camp movement and the delivery of goods and services, as well as risks of camp flooding.
 
Although there is a need to construct various structures including service facilities, but with fund limitation only few structures such as office for Ministry of Home Affairs and UNHCR will be constructed. The gap will have impact on access to assistance and timely delivery.
