If UNHCR is unable to implement the full plan, the chief impact on people of concern will be the absence of community-based activities to support self-reliance among the urban refugee population. This is particularly important as these activities were designed to complement the Office’s strategy to encourage further acceptance of potential local integration of refugees thanks to a community-based approach involving some beneficiaries among the host population.

Other initiatives that could be implemented include increasing UNHCR’s presence in the media through a public information campaign highlighting the issues facing refugees on both a global and local scale.

With regard to capacity building, any reduction in activities and especially in the donation of equipment and material supplies, could adversely impact UNHCR's influence and relevance. The Government in particular has stated clearly that it does not have the required capacity to fulfil its responsibilities as per the 1951 Convention, and thus relies on UNHCR's continued technical guidance and support until this capacity is in place (accompaniment). So far, partners and the authorities have been very receptive to UNHCR's asylum system building programme and to maintain this level of interest it would be important to maintain the same level of investment.
