In 2017, UNHCR will continue to provide health care, focusing on people with special needs in the community. They will benefit from medical assistance. The particular situation of vulnerable refugees will be taken into account to facilitate the empowerment of this group of Rwandan refugees. Moreover, awareness of SGBV issues, including the protection of minors will continue, with a special focus on increasing the capacity of humanitarian actors and committees of refugees. SGBV focal points in place will be equipped with awareness and visibility tools for better performance on the ground. In order to improve the empowerment of refugees in 2017, UNHCR provides funding to support income-generating activities and microcredits to meet as many requirements as possible. Refugees will be provided with various materials and labour inputs.
With regard to the current situation of Rwandan refugees in the Republic of the Congo, including reluctance to repatriate and almost no possibility to benefit from resettlement programs, local integration remains the best option to consider. UNHCR will therefore continue its advocacy with the Congolese government to facilitate the local integration of the Rwandan refugees on the Congolese territory. Support for the acquisition of residence permit will be provided and access to land will be promoted by UNHCR. Community support will also be considered, especially in the north of the country where it will be a matter of promoting social integration and peaceful coexistence with host communities and the continuation of promoting durable solutions options such as repatriation through awareness raising activities.
