100% of the refugee population in Adjumani and Lamwo were registered on an individual basis. In order to improve on the quality of registration, the verification exercise set the bar very high in terms of data collection, quality control, compliance with verification SOPs and fraud awareness and mitigation. As result the following were achieved; proGres v4 database was updated with reliable data; reliable statistics was generated for planning and reporting, every refugee who presented themselves for the exercise was biometrically registered (10 fingerprints, 2 iris and Photo were taken), Enhanced accountability for food; biometrics checked at the food distribution point was conducted to ensure that assistance was delivered to the right beneficiary, Refugees were documented with proof of verification document and a new ration card was issued. UNHCR registration system proGress v4 was handed over to the Office of the Prime Minister (OPM).

In Moyo, in Palorinya 100% of the refugee population in Moyo district was registered on an individual basis, of which 118,504 refugees were verified as at the end of December 2018. The verification exercise set very high standards in terms of data collection, quality control, compliance with verification SOPs and fraud awareness. As evidence of improved registration quality, proGres v4 is reliable and up to date data, statistics that can be generated at any time for better planning and reporting, Biometric identities of all registered refugees, no multiple registration entries, data from which manifests for food distribution are generated to ensure that assistance is delivered to the rightful beneficiaries, and refugees are documented with a proof of verification and a new ration card to facilitate assistance in all planned interventions.
 
In Kiryandongo, all people of concern are registered on an individual basis following the conclusion of the verification exercise. OPM conducted registration until end of April 2018. UNHCR, OPM and WFP undertook a joint verification of all registered refugees and asylum-seekers in Kiryandongo starting from 07 May to 30 June 2018. A total of 54,520 (94%) of the targeted population were verified during that period. During the verification, biometrics were captured for all individuals aged 3 years and above. Proof of verification was issued for each family. ProGres v4 was launched for use in November 2018 preceded by a training of OPM and UNHCR staff.

Registration capacity and infrastructure were maintained to ensure timely and protection sensitive registration of new arrivals and continuous registration cases. Continuous registration continued where new arrivals mop-up registration, new birth registration and family reunification were conducted. UNHCR continued to support OPM with technical assistance on biometric registration of new arrivals as per UNHCR global registration standards. Level 2 biometric registration on 100% individual basis was undertaken at designated registration sites using OPM’s RIMS database and in proGres v4 following the successful rollout of v4. All identified Persons with Specific Needs were referred for appropriate services by UNHCR and protection Partners.  Group based (prima facie) refugee recognition was applied by the OPM for South Sudanese refugees. Upon registration, people of concern were issued with ration cards, Household attestations and IDs. Total refugee population in Arua was 153,550. Close to 6,700 new births were registered.

Joint OPM and UNHCR biometric verification exercise in Bidibidi commenced on 4th April 2018 and concluded on 24th October 2018. A total of 223,939 people (inclusive of family reunification and new-born add-ons) against a target population of 287,541 were verified on an individual basis. Of this, 16,896 were new births and 55,779 people were part of family reunifications.
