UNHCR's multi-year strategy in Lebanon strives to uphold the dignity and protection of 1.5 million refugees, amidst a challenging socio-economic landscape. Aligned with global frameworks like the Global Compact on Refugees and the 2030 Agenda for Sustainable Development, the strategy emphasizes the principle of "Leave No One Behind".

Despite UNHCR's expanded assistance coverage, nine out of ten refugee households in Lebanon live in extreme poverty, grappling with hyperinflation and dwindling socio-economic conditions. Escalating poverty levels and competition for resources risk exacerbating inter-communal tensions and shrinking the refugee protection space.

In response, UNHCR's strategy focuses on preserving the protection space, enhancing social cohesion, and enabling solutions for refugees. These efforts include improving access to resettlement and complementary pathways, along with upholding the right to voluntary return in safety and dignity. UNHCR's strategic direction, centered on protecting, responding, empowering, and solving, aims to address the complex challenges facing refugees in Lebanon and ensure their dignified stay and well-being.
