Finland remains a leader in promoting the inclusion of persons with disabilities in humanitarian responses around the world. 

Finland has been a member of UNHCR's Executive Committee since 1979, and the country’s support for UNHCR has been crucial in advocating for displaced and stateless persons in humanitarian crises. 

In addition to being a leader in promoting the inclusion of persons with disabilities in humanitarian responses around the world, Finland is also a strong advocate for the rights of women and girls and places a strong focus on gender equality, comprehensive sexual and reproductive health and rights services, and protection from gender-based violence for displaced women and girls.    

At the 2023 Global Refugee Forum, Finland highlighted its support for solutions and funding in protracted humanitarian crises, highlighting inclusive refugee responses with a focus on self-reliance. Finland also underlined its dedication to addressing the root causes of displacement and continues contributing to seeking solutions by supporting the participation of youth in peace processes.  

Multi-year flexible funding is an integral part of Finland's partnership with UNHCR. Finland’s commitment to providing quality funding, with most of the contributions being flexible, enables UNHCR to protect and assist forcibly displaced people when new emergencies arise, as well as in protracted and deteriorating situations that receive less public attention rapidly and effectively.
