- Health: There is not a unit of mental health in the camps; the severe cases are referred to Djibouti psychiatric unit for treatment. In the public’s hospitals, the refugees are not considered as vulnerable, which means they have to pay quite expensive for health care and this results in a high cost for the referral cases. ARVs are not yet prescribed in the camps health facilities, each month PVLHIV are referred to Djibouti city for ARVs. Nutrition: Malnutrition rate (17.7%) is high in Ali Addeh camp - Protection (Environment de protection favorable, Processus de protection et documentation adéquats : The limited funds available could not allow to organize more protection trainings aimed at enhancing capacity building of all the stakeholders involved in the protection and assistance of PoC. -Durable solutions: The lack of funds will not allow Djibouti to organize the repatriation of Somalilanders and other candidates to repatriation. The recruitment of staff specifically assigned to resettlement activities will not be possible. - Education: if the full plan for education is not implemented, the more advanced students in the camp will not benefit from the change of curriculum which will increase the drop-out rates. In the urban context, even if advocacy efforts lead to children being accepted in public schools, they will not receive any material and financial support and the risk of drop-out will be very high given the situation of extreme poverty. This will also have a negative impact on Child Protection and SGBV. - SGBV: without a full plan, community engagement in SGBV prevention and survivor-centred response will remain limited. Moreover, the extent known SGBV survivors receive appropriate support will be hampered by, for instance, the lack of enough security measures. Lack of lightening will continue to be an issue impacting the risk of SGBV. Furthermore, not all survivors of SGBV will have access to livelihood opportunities. - Child Protection: the inability to implement the full plan will negatively impact Child Protection as the community will lack recreational spaces and activities for children, adolescents and youth. Moreover, less UASC and other categories of children at risk will be provided with a durable solution. - PwSN: should the full plan not be implemented, a comprehensive specific needs inclusion programme will not be addressed, the operation will continue focusing on assistance, and PwSN will remain marginalized and not included in daily community activities and services. - Community Mobilization: should the full plan not be implemented, the operation expects that the community will not become more pro-active or self-reliant. Moreover, gender parity in leadership structures will not be fully met and community mobilization activities will remain limited. - Due to the constraints budget, livelihood and Income generating including provision of grants will not be scaled up, meaning that refugees will continue to be largely dependent on humanitarian aid. - Due to the budget constraints, shelter and energy strategies will not be developed as planned. In addition, the restriction of budget will not allow Djibouti to purchase NFI for refugees and asylum seekers according to standard of distribution.
