Camp management and coordination

Problem Assessment: Most camps, created to respond to the IDP emergency in Government Controlled areas of Kachin and northern Shan States since June 2011, have been organized and managed by faith and community-based organizations with zero and or very limited financial support from government authorities. In the Non-Government Controlled Areas of Kachin, the local authorities (KIO) function as the Camp Administration Agency. Camp management committees have been established by the religious leaders and IDP communities in the camps, where half of the camp focal points are selected based on community participation while the other half are selected through the churches which are hosting the IDPs. As the conflict  persisted and the number of IDPs continued to increase, these camp management committees had to multiply their efforts to provide multi-sectoral response to the increasing needs with already limited resources. For identifying the gaps in the basic services and facilities in the camps, camp profiling has  proven  an important information tool for all funding agencies from various sectors for programming purpose to respond to different needs of camps.

Comprehensive and Prioritized Response: In 2021, UNHCR with partners will continue to support the camp profiling exercise in over 150 camps and camp-like settings which provide an indicative information of gaps in basis services and facilities in-camp comprising all sectors. Due to the size and remoteness of the operational area, compounded by access restrictions and sensitivities, obtaining information on the population affected by conflict prevents the collection of reliable and disaggregated information on displaced populations. An additional limiting factor is that many IDPs are frequently moving from one location to another. In addition, UNHCR will also begin to support community-service profiling in 8 displacement sites with IDPs in host communities. UNHCR has been engaged in a range of profiling exercises to obtain information on the locations and characteristics of the existing IDP populations, as well as monitoring protection incidents such as landmine and SGBV cases which affect the community. UNHCR will continue to support camp profiling to ensure that 100% of camps report using a standard camp profile format, with updates annually.
