Despite some economic relief from lifted sanctions, the Humanitarian Needs Assessment for the 2024-25 Humanitarian Response Plan reveals that 7.6 million Venezuelans require humanitarian assistance. This aligns closely with the 7.7 million who have left the country in search of better prospects. In the lead-up to the polarizing electoral year of 2024, UNHCR takes on a crucial role as the leader of the Protection Cluster and the Shelter, Energy, and Non-Food Items Cluster, targeting populations in need of 4.4 and 2.4 million people, respectively.
UNHCR's protection strategy in Venezuela focuses on several key objectives, including protecting refugees, asylum-seekers, and Venezuelans affected by the crisis, preventing statelessness, facilitating sustainable reintegration of returnees, and mitigating displacement risks through community resilience and disaster preparedness.
Working alongside partners, both international and local non-governmental organizations, UNHCR supports internally displaced persons, those at risk of displacement, individuals at risk of statelessness, returnees, refugees, and asylum seekers. Psychosocial assistance is provided with a focus on vulnerable groups. Legal aid is extended to undocumented individuals at risk of statelessness, particularly the indigenous population.
To bolster community capacities for identifying needs and care routes, UNHCR conducts training for existing groups and structures. Mobile information desks are deployed countrywide to comprehend the protection rights situation, offer individual guidance, and identify and refer individuals with specific needs to specialized services. UNHCR actively promotes community cohesion among displaced and returning populations and their host communities through solidarity initiatives led by local communities and leaders.
