Zeinabu Mushau Maiga (turquoise dress), aged 29, resides in the urban settlement for Malian refugees in Abala, Niger, located 50 km from the Mali border with her mother (violet dress). Zeinabu fled Mali in 2012 due to the presence of non-state armed groups. While in Mali, she became entangled with a jihadist who developed romantic feelings for her, leading to complications as she was the daughter of a military officer. To safeguard her, Zeinabu's mother took various measures, including relocating to a different village. © UNHCR/Antonia Vadala

UNHCR's strategic plan for Mali from 2023-2026 is rooted in national and UN frameworks, aiming to address protection risks, empower communities, and foster sustainable solutions. Aligned with the UNSDCF Mali and CREDD, it focuses on community-based protection and solutions to catalyze local development and peacebuilding. Emphasizing the Peace-Development-Humanitarian nexus, it seeks to bolster regional commitments, facilitate sustainable return and reintegration, and ensure inclusion in national development plans.

Cross-cutting priorities encompass policy advocacy, gender equality, climate change response, and COVID-19 prevention. The strategy integrates insights from national meetings and aligns with Mali's development goals, aiming to enhance protection, promote empowerment, and foster durable solutions for displaced and stateless individuals.
