Refugee status determination (RSD): At the country level, the backlog of the refugee status determination (RSD) cases represents a major concern. Countrywide backlogs make it impossible to ensure that refugees have documentation to access their civil rights. Lack of funding in this area will have major implications for refugees trying to exercise their rights.
Community outreach: The staffing and logistical capacity of UNHCR and partners needs to be enhanced in order to ensure that communities are reached. If the urban activities become static - with assistance provided to only those who approach the partners - key messages to improve refugees’ wellbeing will not be properly communicated to the majority of the urban refugee population.
SGBV: if the planned needs are not met, SGBV activities in urban areas will be affected.
Child Protection and best interest determination (BID): If further funding isn’t secured, unaccompanied minors and separated children (UAM/SC) living in non-gazetted areas will face further protection risks. BID capacity is also important for resettlement processing; it is estimated that 60 per cent of resettlement cases require BID interventions.
Health: If further resources aren’t secured mortality from preventable and treatable conditions may increase.
Education: In the event that the identified needs are not met, refugee children living in Kampala will continue to face inadequate education opportunities. The office intends to progressively make post-primary education widely accessible to refugees should more funds be made available.
Resettlement: Processing of the protracted Congolese caseload is very limited. This is due (in large part) to the vast size of the settlements and the associated transportation costs.
