Adoption of regulation on displaced people and durable solutions by authorities will provide a good foundation to ensure accountability of Kosovo (S/RES/1244(1999)) institutions and enable harmonized approach in terms of providing sustainable durable solutions. In line with the new strategy on comprehensive durable solutions for legacy caseload, UNHCR will advocate with institutions to assume their responsibility over IDPs and support capacity building focusing on: information outreach to IDPs on their durable solution prospects and advise/guide IDPs for submitting official requests for assistance for durable solutions. Development of an online database application is crucial for this activity, thus UNHCR will continue supporting MCR in this regard. Proper data management will provide sufficient information on durable solution requests and needs assessments based on which municipalities will develop specific Municipal Action Plans aiming at creating conducive conditions for return and/or local integration. MCR, with EU funds is in the process of closure of 5 transit collective centres (TCSs) through provision of durable solutions to all the residents. UNHCR will strongly advocate for closure of all TCSs by the end of 2017.
