During the reporting period, UNHCR continued to lead the Protection Cluster, Emergency shelter/Non-Food Items cluster and the Camp Coordination and co-lead the Camp Management (CCCM) cluster. The national protection cluster consists of eight sub-clusters. With a total of 11 active members throughout the country, UNHCR also carried out integrated responses with the Camp Coordination and Camp Management (CCCM), Water, Sanitation and Hygiene (WASH) and Shelter Clusters. UNHCR also worked with sister UN agencies including UNDSS, UNFPA, UNHABITAT, UNICEF, IOM and UNOCHA. UNHCR worked with the Monitoring and Reporting Mechanism (MRM), Monitoring Analysis, Reporting Arrangements (MARA), and Gender‐Based Violence Information Management System (GBVIMS) stakeholders.

UNHCR worked with Government institutions both at Federal Government and Member States bodies in contributing to strengthening coordination and collaboration with partners. These included the Benadir Regional Administration (BRA) Durable Solutions Unit and the Federal Government of Somalia (FGS) Durable Solutions Coordination framework, and the Migration, Displacement and Durable Solutions sub-pillar working group (co-chaired by UNHCR and National Commission for Refugees and IDPs (NCRI) in 2019), advocating that all support the CRRF and implementation of the National Action Plan on Durable Solutions for Somali Returnees and IDPs; strengthening bilateral and multilateral partnerships, including through the Mixed Migration Task Forces and with actors such as IOM and UNICEF; and encouraging investment in and engagement of new partners. It also included strengthening engagement on identifying and supporting access to complementary pathways, regionally and globally.

In line with UNHCR's global priorities and the protection strategy for Somalia and in order to enhance protection and durable solutions for refugees and asylum-seekers,  IDPs and returnees, UNHCR Somalia engaged implementing partners in operationalizing protection and assistance for populations of concern. The ability of government and international and national NGOs to work in the very complex and urbanized operation is key to enhancing UNHCR’s ability to deliver and monitor its programmes.

In Somaliland, UNHCR worked with seven national and international NGO partners . Pursuing CRRF objectives, UNHCR worked very closely with the Ministries of Education and Health to support education and health transitions, coordinating closely with WHO, UNICEF and UNFPA and NGO partners. In addition, UNHCR also engaged with community leaders and elders in information campaigns and addressing challenges and concerns for the education transition strategies.

UNHCR co-chaired the Protection, NFI/Shelter sectors as well as CCCM with NDRA and the Agency for Technical Cooperation and Development (ACTED). UNHCR, along with IOM, co-led the mixed migration task force chaired by the Ministry of Justice, and also engaged with the National Development Plan 2 architecture with active presence in the Governance sector and through its partners in the health and education sectors.

In Puntland, UNHCR with the Ministry of Interior, Finance, and Development (MOIFAD) and the Galmudug Commission for Refugee and IDP (GCRI) as well as with 11 NGO partners to deliver on its protection and assistance mandate. UNHCR supported education, health, legal, livelihood, and other protection interventions, capacity-building, and local integration assistance for persons of concern. UNHCR also coordinated with NRC on the country-wide Protection & Return Monitoring Network (PRMN) project. UNHCR led the Protection Cluster, co-led the Emergency Shelter/NFIs Cluster as well as the CCCM Cluster. UNHCR also conducted advocacy interventions with government authorities on IDP and refugee matters and actively engaged in management and coordination of refugee issues in Bossaso, Galkayo, Gardo, and Garowe.
