In line with the Global Compact on Refugees (GCR), UNHCR will advocate for the establishment of a national asylum framework and provide support and expertise to build the asylum system and capacity. It will advocate for access to the territory, and the establishment of a referral mechanism of asylum-seekers, as well as the unrestrictive access of UNHCR to detention centres for those detained for illegal entry and stay. As part of its strategy in mixed movement situations, UNHCR will cooperate with IOM and strengthen regional cross-border coordination. It will support efforts to raise awareness on racial discrimination and tolerance to facilitate social inclusion of urban refugees. UNHCR will continue to undertake registration and RSD, provide accessible reception services for urban refugees and asylum-seekers from its Office in Algiers, and advocate for Government-issued or joint documents. Furthermore, UNHCR will strengthen advocacy and cooperation with national services and civil society organizations providing assistance to children at risk and SGBV survivors to ensure children in need and SGBV survivors have access to timely and quality assistance. UNHCR will also strengthen community outreach, develop refugee community networks in urban areas and enhance involvement level of communities. Communication between UNHCR and refugees will be improved, ensuring ongoing dialogue and feedback. UNHCR will advocate for and strengthen safe and sustainable existence for urban refugees with ministries responsible for key services, such as labour, health, education and social welfare, and will provide complementary services and assistance for refugees with specific needs, particularly persons with disabilities, older persons, women at risk, SGBV survivors, LGBTI, UASC, etc. Services will include psychosocial support, housing, cash assistance and livelihoods interventions to meet basic needs. UNHCR will continue to use resettlement both as a protection tool and a durable solution. Regarding the operation in Tindouf, the Office will pursue the implementation of strategic objectives driving the Algeria Multi-Year Multi-Partner protection and solutions strategy. The overarching objective is to shift from care and maintenance to sustainable interventions. In the area of water, the strategy aims at seeking progressive sustainable solutions to the long-lasting water problem through a gradual shifting from water trucking to the water network. In health, the strategy is to strengthen the quality of primary health care in the refugee camps with the aim of progressively including refugees into the national health systems for secondary and tertiary health care services. For nutrition, the aim will be to support the implementation of a multi-sectoral and multi-annual nutrition strategy meant to reduce the anaemia rates in both children under five and pregnant and lactating women. For livelihoods, a strategic shift will be made to enhance the development of the entrepreneurial ecosystem in the camps and the solid strengthening of existing businesses through creation of business reference centres and networks, to meet the growing demand for information, advice and guidance. In education, the integration of refugee learners into the national education systems for upper and tertiary education will continue to be a key strategic approach. In cooperation with all education stakeholders, the objective is also to ensure access to quality camp-based education through material support, capacity development of teachers and other measures to increase retention and success rates. Lastly, the operation will empower the Sahrawi community-based system that is playing a major role in the delivery of most of the technical services in health, education, and WASH, as well as core-relief items and food distributions with highly educated persons, many with advanced educational backgrounds, and search for alternatives to the current incentives scheme in these sectors while also promoting sustainability
