In Somalia, land tenure remained as a major issue, interlinked with the issue of forced evictions which restricted longer term durable solutions for returnees who often establish themselves in IDP sites due to the availability of humanitarian assistance. Significant resources were needed to scale livelihood programming to a level required to support most returnees to achieve self-reliance, and to develop the community infrastructure necessary to increase the absorption capacity of priority return areas, including Banadir, Baidoa, and Kismayo. UNHCR prioritized full engagement with the NDSS, and greater collaboration will be needed with a wide variety of actors, including IFIs and development actors, to make progress against all five of the NDSS strategic objectives. Consequently, UNHCR will continue to advance inter-agency projects with key partners including government and UN agencies as well as other implementing partners, to contribute to access to adequate housing and security of tenure for the protection of rights and the achievement of solutions for displacement affected communities.
