Further to the mapping of Core Relief Items (CRI) stocks held in country by government and other humanitarian organisations, the operation decided to maintain the country contingency stocks for 3,000 families reduced from 5,000 families. They continue to be stored in Azakhel warehouse that is managed directly by Supply staff assigned to the Peshawar Sub-Office and shares a common premise with the Voluntary Repatriation Centre which are both provided by the government free of cost.. To ensure agility, the Operation will continue to maintain frame agreements for handling and transportation of CRIs to various potential deployment locations in Pakistan while ensuring that no CRIs are held in any location whether directly by UNHCR or by any partners other than in the Azekhel warehouse.
The majority of the Property Plant, and Equipment (PPEs) in Pakistan, mainly vehicles, surpassed their useful lifespan thus require disposal and replacement. The number of vehicles maintained in 2020 will be 78 vehicles from Global Fleet Management (GFM) and 10 rented ones. Import of vehicles has been posing challenges since 2018 due to the threshold of the number of vehicles allocated by the Ministry of Foreign Affairs (MoFA). As such, the import permission for 49 light vehicles and 2 Armored Vehicles (AVs) ordered in 2018 had were never been issued thus the operation cancelled the orders.. The Operation will continue cleaning up the Operation’s fleet of the old vehicles in 2020 by working closely with the CCAR to retrieve the remaining vehicles, and ensure to open up slots for the import of new ones within the year. In compliance with UNHCR policy and procedures, UNHCR Pakistan will continue tracking and verification of PPEs on a regular basis and will ensure to undertake the annual PPE physical verification exercise throughout the country.
In terms of procurement, the Operation will continue to maintain the Frame Agreements for frequently ordered goods and services in order to ensure extending effective support. Establishment of frame agreements for construction and its supervision are considered as one of the priority areas for 2020. UNHCR will continue to leverage its procurement consortium with other UN Agencies in Pakistan under the Procurement Working Group to maximize its efficiency and deliver savings through economies of scale. Both Sub-Offices will continue sourcing goods and services of relatively simple nature, on a limited scale and budgets while major and bulk procurements will be conducted by the Country Office. The Supply Unit in the country office will also continue to provide support and maintain its oversight of the procurement activities in the Sub-Offices. Supply in collaboration with the Program and Project Control Sections shall work to further strengthen the partner risk management in particular procurement component, and project monitoring in all the 3 offices. In order to ensure a solid risk management on procurement, UNHCR will conduct trainings for the partners’ management, procurement, and financial staff in appropriate timing of the programme management cycle in 2020.
