Quality of Refugee Status Determination: UNHCR will support the Government of Brazil on improving the quantity and quality of refugee status determination decisions, while clearing the existing backlog will remain a priority in 2021. Emphasis will be given to registration, case management, and simplified and accelerated case processing modalities.
Relocation or Interiorization: UNHCR will support to the Government of Brazil on the implementation of the National Plan of relocation in northern States in of Brazil, particularly Roraima. Also, the improvement of protection monitoring and case management of persons at heightened risk will be a priority.
Cash assistance: UNHCR will implement modalities of support through cash assistance, to address protection needs of the most vulnerable. In parallel, the operation will advocate the removal of legal barriers hindering access for the population of concern to existing social protection programmes.
Registration and Documentation: Registration and profiling activities will be expanded using the UNHCR tool ProGres V4, which allows the identification of individuals with specific needs, or the management and follow-up of cases. Technical support will be provided to the civil society organizations by offering pre-registration and registration services. UNHCR will also support the implementation of the Government’s database called SISCONARE.
Legal assistance: UNHCR will expand protection networks by engaging with the justice system (Public Federal Defender’s Office, Federal Prosecutor’s Office, and Labour Prosecutor’s Office), academia and partners to ensure the population of concern to UNHCR have access to legal assistance in border areas and throughout RSD procedures.
Reception conditions: Reception capacities will be enhanced, with a focus on protection responses in border areas, profiling and registration, and particular attention to ensure child protection and the prevention of gender-based violence.
Community Mobilization: Outreach volunteers and community-based structures will be supported to empower members of the communities to advocate their adequate access to public services. UNHCR will support partners in Boa Vista, Manaus, and Brasilia, who are leading projects with outreach volunteers, with a focus on identification of main locations and necessities of Venezuelan individuals in remote areas of the city.
Livelihoods: By 2021, the operation will have a national livelihoods strategy. The enhancement of self-employment and identification of wage-employment opportunities will continue to be a priority.
Law and Policy: UNHCR will support the Government of Brazil on the implementing, operationalizing and monitoring of the Brazil Plan of Action. Priority will also be given to reduce the burden on the asylum system through fair, efficient, simplified, and accelerated case processing modalities. UNHCR will further engage with local authorities on the establishment of local committees for refugees and strengthening of existing ones as well as advocacy with relevant stakeholders for Brazil to accede the Convention on the Protection of the Rights of all Workers and their Families.
