The number of refugees in Europe more than doubled in 2022 and the number who were internally displaced rose to almost 9 million, creating significant humanitarian needs. Millions who fled the international armed conflict in Ukraine will require support in 2023, inside Ukraine, in the Republic of Moldova and across the region. Europe will likely see more mixed movements of people, in addition to further displacement from old and new conflicts.
