Chad - Sudanese refugees (in East)

Refugee empowerment is a long process which will extend over several years and will require huge investments. It should also be noted that Sudanese refugee empowerment is severely handicapped by problems of access to farming land.
If funding in Chad remains limited:

  • Food distribution for Sudanese refugees will continue to face constrains
  • The ratio of medical care staff in all the camps will be limited.
  • Access to income generating activities for SGBV survivors will be restricted.
  • A certain percentage of infrastructures (including education infrastructures) in the Sudanese camps will not be upgraded
  •  Children will continue to have limited access to tertiary education and information technology.
  • The construction and rehabilitation of schools in the villages of reception of refugees will not be achieved.

Other unmet needs include refugees’ limited access to financial services (Refugee ID cards are currently not recognized by financial institutions and other government services)In addition, the issuance of birth certificates continues to be limited, despite the promulgation of the law on civil status documentation by the president.

Despite the construction of several new boreholes, the quantity of water available per person per day in certain camps is lower than the standard of 20 litres per person per day. The construction of a hydraulic project to support host villages and refugees will be achieved only if the resources are available.
Training for UNHCR staff and partners on resettlement identification, referral and Best Interests Determination (BID) process is needed. Anti-fraud measures such as the Data Consistency Report and biometric finger printing have yet to been implemented.
