The MOBCOM project with the APBE remains the backbone of community mobilization and the identification of asylum-seekers in Agadez and is responsible for the reorganization and strengthening of community structures and their contribution to the restoration and maintenance of social cohesion between people of concern and host population.
The community structures set up at the various sites had a limited effect due to the different relocation movements and spontaneous departures recorded.
The end of 2019 and the beginning and even half of 2020 were characterized by some demonstrations, rejection of community structures, hostility towards humanitarian actors and the refusal of protesters to engage in dialogue with partners and authorities. Some actions were in violation of the laws and regulations of the State of Niger in the eyes of the authorities, and affected the coexistence between people of concern and host population.
In view of the rejection proposed representation systems or suggested solutions found to address the lack of representation in the community, UNHCR and its partners will nevertheless continue to take a community approach in their work with communities. This implies that communities, through consultation and participation, engage meaningfully and substantially in all aspects of the programmes that affect them and play a key role in their elaboration.
In addition, volunteer delegates have been set up in the “cases de passage/transit centres” and the Humanitarian Centre to support UNHCR and its partners in the implementation of assistance and protection activities for the benefit of the people of concern. These community representatives have been actively involved in the day-to-day management of guesthouses, dealing with issues ranging from individual conflicts to collective concerns.
Two participatory evaluations were conducted as part of the planning cycle for 2021 and the MFT exercise as part of the mid-term review for 2020, a participatory evaluation conducted with the people of concern as part of their housing conditions.
