Democratic Republic of the Congo - Refugees and asylum-seekers

2020

UNHCR focused on providing safe and dignified asylum conditions to people of concern. Activities were carried out to improve the quality of registration, provision of legal documentation, monitoring of places of detention, optimal access to primary education for refugee children in urban areas, the promotion of income-generating activities and the enrolment of young people in vocational training as well as their access to employment opportunities, the prevention of gender-based violence and enhancement of child protection, the assistance of most vulnerable cases, persons with specific needs, and the search for durable solutions.

Registration carried out in Kalemie brought the number of identified people of concern to 198 households of 303 persons, in addition to the existing 3,061 refugees (857 households), mainly settled in Haut-Katanga and Lualaba.

A verification exercise was carried out in 5 territories of the province of Tanganyika (Kalemie, Nyunzu, Kongolo, Kabalo and Manono) with the objectives of updating statistics and mapping of refugees and asylum-seekers in the province, biometric registration of refugees and asylum-seekers in 2015 and issuing identity cards and renewing certificates of asylum-seekers. At the end of this exercise, 585 people were checked, i.e. 535 refugees and 50 asylum-seekers.

In 2019 the INS (National Institute of Statistics) conducted a socioeconomic survey in Lubumbashi. In 2020, the evaluation of the previous projects established that only 20% of the beneficiary refugees were able to take care of themselves, while all the others needed support. In Kalemie, assistance was provided to a group of 50 households engaged in agricultural activities. These households received support in the form of agricultural equipment and seeds. This activity can be replicated in other localities as a successful example of socioeconomic integration of refugees in their settlement area; the refugees supply local markets with the produce from their farms and some even employ Congolese.

Child protection activities were carried out for children whose parents were in Lusenda (South Kivu): family reunification for unaccompanied children in Lubumbashi (Tanganyika) were realized.

In the area of education, 791 pupils in Haut-Katanga and Lualaba received respectively 471 and 320 school kits. 100% of primary school students were assisted with school fees, and 100% of secondary school students received $100 each for school fees. State examination fees were supported for 130 finalists (100 primary and 30 secondary school students). Medical care is provided by state health structures with which the UNHCR and its partner have signed conventions for access to primary health care. In 2020, 1,314 urban refugees were treated for various diseases, with malaria the primary cause for treatment.
