Efforts to ensure that principle of non-refoulement and non-penalization for illegal entry and stay, as well as other relevant international standards are included in the regular training curricula of the border police and relevant representatives of judiciary focusing on misdemeanour judges and their role in the asylum system.
 
Planned capacity building will include activities on establishing procedural steps on referral of people in need for international protection; training on profiling to ensure early differentiation of arrivals on individual basis and referral to follow-up procedures to address specific needs; training on use of profiling tools; increased advocacy with government and civil society on the respect for the principle of non-refoulement and non-penalization and strengthen the border monitoring capacity.

UNHCR, together with partners, will further strengthen its respective border and protection monitoring systems including interventions with responsible national authorities and referrals to judicial engagement to redress documented abuses.
