In 2017, UNHCR continues to cooperate with the Government of Rwanda for the production of refugee ID cards to 15 per cent of the urban population in Kigali. Old Congolese caseload in Kigali will be mainly targeted. A majority of the urban protracted caseload above the age of 16 is expected to  have refugee ID cards in their possession. UNHCR will also ensure continued advocacy for the recognition of the proof of registration document by local authorities as an identity document for refugees registered with UNHCR in the absence of a refugee ID. This will ensure that refugees are still able to access livelihood opportunities and other services even if they do not possess a refugee ID. Refugee children aged 16 and above receive a refugee ID card as per the Rwandan national law and available resources. Most vulnerable children (such as, unaccompanied children) and children the most in need of such a document to access education and/or vocational training, will be prioritized.
