In Melkadida, the protection and response programme will focus on 5 overarching priorities:

Effective Coordination: improvements in the level of service provision and number of active partners in Melkadida has increased the need for effective coordination. While basic coordination tools (standard operating procedures and terms of reference) are in place, partners may benefit from continuing capacity-building and monitoring to ensure effective and consistent implementation. Effective coordination will ensure coherent approach to service delivery and quality services. With CRRF approach, capacities of the local administration will be enhanced to assume responsibility for their development plans.

Economic Inclusion: continue to consolidate the progress made towards economic inclusion of refugees and host communities through creation of an environment that allows refugees and host communities to jointly participate in economic activities, thereby boosting self and wage employment; promoting business oriented approaches to the delivery of services; work closely with the relevant districts within regional bureausand cooperatives to promote local ownership of projects. Context specific action plans will be integrated under pillar 4 of the National Comprehensive Refugee Response Strategy. In 2019, UNHCR will conduct comprehensive value chain analysis in all refugee hosting areas in partnership with FAO. WFP will be investing US$30million for livelihoods projects in Dollo Ado among other locations through funding from DANIDA/SIDA for irrigated agriculture, livestock, rangeland management and financial services. In additional, private sector engagements are being pursued wherever feasible.

Peaceful Co-Existence: continue to work closely with government counterparts including local authorities to build dialogue and trust between the refugee and host community.

Life-Saving Activities: Focus will be on maintaining lifesaving activities including provision of improved shelter as well as emergency response for new arrivals, Strengthened collaboration and coordination with the health authorities to provide primary health care services for refugees and host communities and referrals of emergency and prioritized chronic cases. Community management of acute malnutrition and blanket supplementary feeding programmes for children and pregnant and lactating mothers will be implemented. Revamping the water system and introducing water metering system to enhance water supply. Community led sanitation and hygiene activities to enable full participation in maintaining hygienic environment. A more targeted approach towards provision of CRIs to the most vulnerable in the community.

Child Protection & Prevention and Response to Sexual and Gender-Based Violence: Efforts will be made to augment core protection activities including increased border monitoring and ensuring adequate response to new influxes. Increase community-based protection activities to bolster response towards children at risk, SGBV survivors and Persons with Specific needs.

In Jijiga, mainstreaming of infrastructure in Water and Sanitation, Education and Health sectors with government-led ones, will be part of strategy. Conducting advocacy for mainstreaming of the old and new water supply systems in Kebribeyah and strengthening collaboration with Government structures dealing with water. Strengthen and support peaceful coexistence projects. Use of Cash-Based Interventions will be expanded, to enhance inclusion and decision-making of persons of concern. Advocacy and capacity development for implementation of local integration and implementation of the pledges will also be envisaged. Energy being a big challenge in the region, there is a plan to pursue on alternative household energy saving options. Special focus on SGBV and child protection will be done, through strengthened psycho-social support. Focus will also be dedicated to management of strategic risks for decision-making and achievement of planned objectives.
