Key statistics

796,059

people were displaced or stateless (or returning from forced displacement) within the country at the end of 2024

464,395

people were identified in need of international protection in the country at the end of 2024, mostly from Venezuela

$52.5 million

are needed in 2025 to ensure that operations and programmes in Brazil are sustained

Most refugees in Brazil come from Venezuela, through the northern state of Roraima, while other people in need of international protection arrive from countries like Afghanistan, Burkina Faso, Haiti, Iraq, Mali, Syria, and Ukraine - some of them through humanitarian visas.

UNHCR provides protection and assistance, including emergency shelter and cash support, to vulnerable individuals and closely collaborates with Brazilian authorities for policy development, capacity building, and advocacy to ensure inclusive refugee policies. Additionally, UNHCR partners with civil society, including refugee-led organizations, the private sector, academia, and development actors to enhance access to rights and self-reliance opportunities for refugees and others in need of international protection.

Brazil has always played a pioneering and leading role in the international protection of refugees. It was the first country in the Southern Cone to ratify the 1951 Convention Relating to the Status of Refugees in 1960. Refugees enjoy the protection of the Brazilian Government and can, therefore, obtain documents, work, study and exercise the same rights as any foreign citizen with regular status in the country.
