Many of the targets were not met because of the global COVID-19 pandemic namely:

There were no community outreaches done yet this had been scheduled and was a necessity to ascertain from the ground the challenges that stateless communities go through.

In line with Action 10 of the Global Action Plan to End Statelessness, a legal study had been scheduled to take place in 2020 to better understand and address the factors leaving certain populations stateless or at risk of statelessness and to support comprehensive legal and constitutional reform. However, it was not carried out because of the challenges associated to COVID-19 and the nationwide restrictions imposed on movement and community engagements.

As a result of the Presidential and Parliamentary elections held on 14 January 2021, the Member of Parliament behind the introduction of the Private Members’ Bill seeking to amend the third schedule to Uganda’s 1995 constitution and add the Maragoli (one of the populations at risk of statelessness) to the 56 officially recognized indigenous Ugandan communities was not re-elected. Therefore, there is need for renewed advocacy on this matter.
