The current asylum legislation in Kosovo (S/RES/1244(1999)) is in line with basic international standards; however, in October 2015, Kosovo (S/RES/1244(1999)) entered into contractual status with the EU through a Stabilisation and Association Agreement. Strengthening the functionality of the asylum system is one of the requirements which triggered the process of amending the asylum legislation in compliance with 1951 Convention relating to the Status of Refugees and EU Acquis. This will enable UNHCR to further contribute to inclusion of standards into legislative acts as well as improve administrative practices including through IPA II regional project implementation.

Montenegro and the former Yugoslav Republic Macedonia governments decided to revise current Law on Asylum to further harmonize asylum system in the country with the international standards. UNHCR is part of the working group tasked to prepare initial draft of the Law. Further strengthening of the administrative practices will be required once the Law is adopted.
