El Salvador has a historical backdrop of violence, leading to both internal and external displacement. Evolving public security dynamics present opportunities for devising medium and long-term solutions, particularly in communities historically affected by gang violence and territorial control. The growing mixed population flows across countries in northern Central America add additional complexities to the human mobility landscape, requiring enhanced coordination for protection-oriented responses.

El Salvador is committed to identifying and addressing protection and solutions for refugees, internally displaced people, returnees with protection needs, and stateless individuals. UNHCR's 2023-2026 Strategy is grounded in ongoing assessments of existing needs and progress to protect, assist, and find solutions for the people they engage with. UNHCR seeks to actively engage, empower, inform, and solicit the views of individuals in decisions affecting their lives, acting as catalysts for greater equality and social cohesion.
