Protection monitoring and sector assessments in 2020 continue to reveal very significant needs for basic and domestic items as expressed by IDP households, especially by women and children. According to the Sector (CCCM/Shelter/NFI) site tracker, there were 84,314 IDP Households in need of CRIs as of November 2020, including 9,078 households in Maiduguri Metropolitan Centre, with most IDPs (41%) mentioning blankets/mats as the CRIs they need the most, followed by kitchen sets.

In 2020, UNHCR effectively distributed NHF improved CRI kits to 15,958 households (79,790 IDPs) through direct implementation.  UNHCR purchased the CRI kits and local NGO partner (GISCOR) distributed them to the beneficiaries. The core relief items include basic household and hygiene items, which are distributed targeting the most vulnerable households who are at specific risk of exploitation. These services provided lifesaving protection interventions that enabled men, women, boys and girls and the most vulnerable to live much improved lives. Through vulnerability screening, many of the most vulnerable individuals including those with specific needs, were targeted for assistance and improved access to healthier and more dignified lifestyles. Women and adolescent girls of reproductive age were targeted and provided with dignity kits. These interventions were carried out in Borno, Adamawa and Yobe States to assist IDPs and returnees, many of whom were either new arrivals or members of the old caseload whose items had worn out. Vulnerability assessments were carried out by the field protection teams to ensure the most vulnerable receive the CRI assistance. The improved NHF CRI kits included: 2 mattress, 3 blankets, 3 mats, 2 mosquito net2, 1 solar lantern, 1 bucket, 2 jerry-cans, 1 kitchen set, 7 pieces of laundry soap, 7 pieces of antiseptic soap, and 2 sanitary napkins.

A total of 7,600 dignity kits were procured in 2020 for distribution to vulnerable women and girls of reproductive age 11-49 years in Borno and Adamawa states. 1,600 dignity kits were distributed in 2020, while 6,000 were distributed in January and early February 2021. These distributions were done in Borno; MMC LGA (Bakassi, stadium, Gubio and Dalori camps); Bama, Pulka, Damasak, Dikwa, Banki and Ngala LGAs. In Adamawa, distribution covered Mubi and Yola LGAs. The dignity kits comprised of: sanitary napkins, underwear, toilet soap, detergent, lotion/vaseline, shaving stick, towel, a 6-yard women wrapper, a medium carry bag, flashlight/torch/solar, safety whistle, 20 litre bucket, mat and a Hijab/Himar.

It is worth noting that 2020 saw the highest CRI distribution over the last few years, representing an increase of 62 % compared to 2019. The intervention was coordinated with relevant stakeholders, other humanitarian agencies, the Government, beneficiaries and local communities to maximize on assistance and avoid overlap. As co-leads of the CCCM/Shelter/NFI Sector, UNHCR ensured coordination on targeted locations and contributed to the achievements of sector Objective 3 “Deliver flexible, coordinated, adequate and harmonized CRI kits, to the affected population” through which a total of 55,880 families were supported with CRIs. IDPs continue to flee for safety, and still need basic and domestic items for their survival and to live dignified lives.
