In 2020, continuous registration of many newborn children, deaths and individuals’ data update and new arrivals registration was not possible due to the security situation and the related mobility of refugees and asylum-seekers as well as the COVID-19 pandemic. All efforts to deploy a remote registration system, using technology was unsuccessful due to connectivity issues. Nevertheless, UNHCR continued to deliver refugees attestations where possible to facilitate freedom of movement and protection against arbitrary arrest and abusive detention.
UNHCR will continue to advocate with the authorities to establish a viable strategy to enhance the registration and systematic update of data on persons of concern.
