Law and policy

2020

The Government has made great strides in the implementation of the commitments made at the High Level Segment on Statelessness during the first Global Refugee Forum in December 2019. which include the improvement of the legislation through the validation of a revised draft law on nationality and civil status, and the removal of provisions that create risks of statelessness. A draft law on the status of statelessness and a draft regulatory text for the establishment of procedures for determining statelessness were validated.

Some key developments on the strengthening of the legal framework on statelessness include the following:
- A bill revising the Persons and Family Code (law on civil status and nationality), and a bill on the status of stateless persons have been adopted;
- A regulatory text on procedures for determining the status of statelessness has been adopted;
- A digital birth registration tool was deployed in six regions of the country;
- A census of populations who do not have a birth certificate and who could risk statelessness was carried out.
- Administrative authorities and associations received information on the risks of statelessness and were sensitized on the importance of birth registration and procedures in a displacement crisis.
