Based on the registration SOPs, a profiling of newcomers is set up ensuring compliance with UNHCR standards within the registration framework. People who have contacted the UNHCR through the DREC-M-R's existing referral mechanisms first undergo a preliminary profiling and listening exercise in partnership with the DREC and the UNHCR to determine at an early stage whether they were of concern to the UNHCR, and eventually to avoid possible abuse of the asylum procedure. The data collected under the kobo toolbox platform was sent to the UNHCR protection for analysis and only deserving cases were sent back to the DREC M-R for registration. Continuous level-two registration, including biometric enrolment (BIMS), was carried out on an individual basis and a token was issued as proof of registration. As of 31 December 2020, 1,535 asylum-seekers and refugees had been registered under this process, of which 1,221 asylum-seekers from 963 households physically present in Agadez of which 300 people of concern were absent after the physical verification in December 2020. Most of the asylum-seeker and refugee population are Sudanese from Darfur, accounting for 91% of the total population. There are 22 nationalities fleeing various forms of persecution or insecurity and torture. Men aged 18 to 59 make up most of the population. 352 persons of concern had various forms of special needs, including 93 unaccompanied and separated children, all males.
