Self-reliance and livelihoods

In 2017, UNHCR Bosnia and Herzegovina will target IDPs and returnees with direct assistance in up to ten municipalities, in local communities with acute displacement-related problems. Direct interventions will also be used as a tool for the capacity enhancement of partner municipalities and civil society organizations (CSOs) since the identification and selection of beneficiaries and delivery of assistance will be performed by applying the procedures developed under the IPA Annex VII project. Since all municipal structures might not be fully replicated due to the shortage of resources, UNHCR will strive to embed these standard operating procedures (SOPs) into the existing municipal procedures, promoting participatory approach, needs-based approach, transparency and cost-effectiveness. This project component will have to be implemented within eight months and will be replaced with the joint interventions of communities and CSOs.

Impact: percentage of IDPs, returnees, PoC aged 18-59 years with own business / self-employed for more than 12 months out of total targeted with livelihoods intervention will increase to 96.66 per cent (290/300).
 
- 100 IDPs and returnees, provided with entrepreneurship training (320 people to benefit);
- 200 IDPs and returnees receiving production kits or inputs for agriculture /livestock activities (640 people to benefit);
- 2 small business associations supported (6 people to benefit - IPA).
