In order to fulfil its supervisory role responsibilities set out in the United Nations Security Council Resolution 1244, UNHCR should continue its protection monitoring activities in coordination with operational and implementing partners during 2017. UNHCR, in coordination with implementing partner, will continue to monitor the situation of voluntary returnees jointly with municipal officers for returns gradually handing over the lead to the institutions to respond to the needs and protection concerns of returnees. Monitoring will include a wide range of issues such as access to rights, human rights violations, personal security, restrictions of freedom of movement and other protection concerns. The timely provision of material assistance will also be monitored. UNHCR will also continue monitoring the response of the authorities on voluntary returns, reintegration and implementation of strategies, in particular the compliance with the Regulation on displacement and durable solutions. UNHCR will enhance cooperation and involve the institution of the Ombudsperson in the protection monitoring. UNHCR will establish and strengthen partnership with the development actors taking the lead on addressing the development needs, specifically employment and self-employment, of the returnees and strongly advocate for their inclusion in programmes and projects developed and implemented by development agencies and NGOs. UNHCR will support such development programmes and planning for solutions through advocacy and fundraising. UNHCR will ensure also participatory and collaborative multi-stakeholder programme design for results packages in the situation of affirmative actions taken by institutions at local and central levels.
