A strategy aiming at a minimum level of cost will be prioritized as it has been the case in the previous year’s .The issuance of refugee ID cards to all refugees 16 years and above should be made systematic and done on a yearly basis to avoid backlog. However, collaboration with local authority will be improved in the facilitation of, where applicable, refugees to easily get the administrative documents as other Rwandese national .The total cost of producing one refugee ID is being estimated at US$ 3.3. Some 2,050 individuals are expected to turn 16 years in 2017. This will cost the Rwandan operation an estimated USD 1$5,250 to produce refugee ID cards in 2016 and 2017. Replacement of the 15,000 cards issued in 2010 will cost approximately $25,000. The cost is almost half that of new cards as it does not include any staffing or field work costs. Refugee children aged 16 and above receive a refugee ID card as per the Rwandan national law and available resources. Most vulnerable children (e.g. UASC) and children the most in need of such a document to access education, vocational training, will be prioritized.
